Why this exists

The IPC uses many technical terms in offences relating to property, transport, and public safety (like theft of vessels or mischief to vessels). To avoid confusion about what counts as a 'vessel,' the drafters included this definition clause so courts and citizens have a clear, consistent meaning across the Code.
