Article 371I
Special provision with respect to the State of Goa
Notwithstanding anything in this Constitution, the Legislative Assembly of the State of Goa shall consist of not less than thirty members.
Why this exists
Goa is one of India's smallest states by population. Article 170 of the Constitution normally requires every state Legislative Assembly to have between 60 and 500 members. Applying that rule strictly to a small state like Goa would have meant either oversized representation relative to population or awkward constituency sizes. When Goa was made a full state in 1987 (it was earlier a Union Territory along with Daman and Diu), Parliament added this special provision, along with related Articles 371-I(and companion provisions for Daman and Diu arrangements), to give Goa a smaller, more practical minimum assembly size suited to its size, while still respecting democratic representation.
Common misconceptions
- Myth: Goa's assembly must have exactly 30 members.
Fact: The Article sets 30 as the minimum, not a fixed number — Goa's assembly can have (and currently does have) more than 30 members. - Myth: This Article applies to Goa's Lok Sabha (Parliament) seats too.
Fact: Article 371-I only concerns the State Legislative Assembly, not Goa's representation in the national Parliament.
